Rejected Refund

On June 24, I order from OPTP using FoodPanda: 1 x 2 Pcs Southern Fried Chicken, 3 x Summer Deal 1.
I receive my order incomplete, 2 Pcs Fried Chicken were missing. I took a picture exactly as I receive the order and send it to the helpline. After that, they keep on saying that they will refund on first priority but in the end, they didn't refund and today 26 June they send me an automated reply that they cannot proceed with the refund. Their agent keep on saying that Foodpanda will contact me via email or helpline, and neither I received any call nor email.
Note: I took a picture of the order hardly after 5 minutes of receiving the order. I provide as much detail as I can and still, they rejected the refund.
