Misguidance and returned shipment

I sent cloths to Belgium through Leopards and fulfilled all requirements,they asked at the time of booking but after a month they said it reached Belgium but custom held it. You should provide invoice etc again I sent invoice but they rejected and sent back shipment 📦 demanding 76k and already I had paid 60 k
Last week ,I called UPS headoffice and asked about my shipment. The person told me that my shipment returned back bcs I had not provided invoice. I told that I forwarded invoice to Ms Zahra at Headoffice and office boy too at PIA Branch Lahore but that was not in UPS record ,Ultimately, I again paid heavy returned fee and today got my shipment back. very very worst experience with Leopard PIA branch Lahore. I want to file a case.
