Fraud by Toy Store Pakistan

They committed a major fraud with me, I thought the items were expensive so must be genuine. I ordered a toy at 22,875pkr price and they delivered a random inferior toy(perhaps 500-1000pkr) I'm appalled by their confidence and courage that they still delivered something like the receiver won't notice.
I need guidance on where can I file a case against their crime and fraud, they're not responding to my emails, calls and msgs,
